Türkiye'de gıda güvenliğinde karşılaşılan sorunlar ve gıda güvenliğinin benimsenmesinde eğitim yöntemlerinin uygulanabilirliği

Abstract

Dünya nüfusun hızla artması, uluslarası gıda ticaretinin yaygınlaşması, toplu tüketim ve sokak satışlarının artması, son yıllarda dünyanın çeşitli bölgelerinde ortaya çıkan gıda kaynaklı hastalıkların artması, geleneksel yöntemlerle üretim yapan işletmelerde gıda hijyen ve güvenirliği kavramlarının yerleşmemiş olması, gıda işleyen işletmelere yönelik kontrol ve eğitim programlarının yetersiz kalması, kamu kuruluşları ile özel sektör ve tüketici birlikleri arasında işbirliği yetersizliği, tüketicilerde ve gıda işletmelerinde gıda güvenliği bilincinin yerleşmemiş olması gibi sorunlar gıda güvenliğinde karşılaşılan en önemli sorunlardır. Bu çalışmada Türkiye ve AB'nde gıda güvenliğinin ana unsurları, hukuki ve kurumsal açıdan incelenmiştir. Türkiye'de gıda güvenliği alanında mevcut yasal düzenlemeler ile kamu kurumları ve gıda işletmelerinin mevcut durumu ve sorunları incelenmiştir. Çalışmada; gıda bilincinin eğitim yöntemleri ile benimsenmesi sorunların aşılmasında en etkili yöntem olarak vurgulanmıştır. Bu amaçla gıda üretim, işleme, dağıtım, pazarlama vb alanlarda faaliyet gösteren gıda işgörenler ile bu işletmeleri denetleyen personelin eğitimlerinin yaygınlaştırılması gereklidir. Güvenli gıda talebini yaratan ve sektöre bu anlamda yön veren tüketicilerin de mutlaka şeffaf bir şekilde bu sürece dahil edilmesi sorunların çözümü için kaçınılmaz bir zorunluluktur. Bu araştırma ile Türkiye'de gıda güvenliği açısından işletmelerde ve tüketicilerde yaşanan sorunlar ve bu sorunların en aza indirgenmesi için eğitim yöntemlerinin uygulanabilirliği irdelenmiş olup gıda güvenliğinde eğitim planının etkili olabilmesi için kamu, üniversite, sanayi ve sivil toplum kuruluşlarının ortaklaşa çalışmaları gerektiği vurgulanmıştır.

The major problems encountered considering food security can be summerized as the rapidly increasing population in the world, thus consequently growing up international food trade, increase in mass consumption and street sales, increase of food-borne deseases all over the world, lack of information about food hygene and security in plants that prefer traditional production methods, inadequate inspection and education programs, inadequate corrolation between governmental and public associations and deficient consciousness about the importance of food security. In this study, major aspects of food security in Turkey and EU are investigated in both legal and constitutional bases. Current legal regulations in Turkey and their effects are discussed. Also the problems of public intstitutions and food enterprices are outlined and to draw a picture of the current situation of food industry in Turkey some numerical data are included in the study. It is emphasesized in this study that the most effective way to overcome the problems listed above is to form conciousness in food security via educational methods. To achieve this purpose both people who work through the chain of production, processing, distribution and marketing of the food and the inspectors should be trained and educated widely. Also it is necessary to include the consumers to this process for they will be the factor to demand secure food and to give shape to the industry. Through this study the food security problems encountered by the industry and the consumers and the ways to minimize them are discussed and it is emphasized that an effective education plan must be worked out by a collaboration of institutional, industrial and civil organizations with universities.
