Türkiye'de haşhaşta uygulanan politikalar ve haşhaşın Türkiye için önemi

Abstract

Türkiye birçok bitkinin olduğu gibi haşhaş bitkisinin de gen kaynaklarından birisidir. Ancak haşhaş kapsülünden elde edilen morfin, eroin gibi ürünler haşhaşı diğer bitkilerden ayırarak hassas bir noktaya taşımıştır. Türkiye'de Birleşmiş Milletlerin belirlediği 700.000 dekar limit dahilinde 13 ilde Toprak Mahsulleri Ofisi'nin iznini almak şartıyla, çiftçiler tarafından üretimi yapılmaktadır. Türkiye'de haşhaş üreten çiftçi sayısı yıllara göre dalgalanma göstermekle beraber yaklaşık 100.000 dir. Ancak dolaylı yollardan yaklaşık 1.500.000 insanın geçiminde önemli bir rolü olan sosyo ? ekonomik değere sahip bir bitkidir. Türkiye dünya haşhaş üretim alanları esas alındığında %50 ye yakın bir paya sahiptir. Ancak verim düşüklüğü nedeniyle gerek morfin ve gerekse tohum üretimi açısından aynı istatistiği elde edememektedir. Buna rağmen yıllık ortalama 80 ton morfin ve türevleri, 20.000 ton da tohum ihracatı yapılmaktadır. Morfin ve türevleri ile haşhaş tohumunun ihracatı ve iç pazardaki tüketimi yıllık ortalama 100 Milyon US$ civarında bir piyasa oluşturmaktadır. Bu çalışmada Türkiye tarımsal ekonomisinde olduğu kadar sosyal ve politik hayatında da etkili bir yeri olan haşhaşın dünyadaki durumu, Türkiye'de uygulanan politikalar, Türkiye'nin dünya haşhaş üretimindeki konumu, ülke ekonomisine yaptığı katkıları incelenmiştir.
