Platon'un Devlet Kurgusunun Modern Kamu Yönetimine Yansımaları

Abstract

Devlet kurumsal kimlik sahibi bir yapılanma olarak varlığını toplumsal düzenin varlığına adamıştır. Devletin bu gibi bir işlev ile anlamlandırılması için felsefi temellerine atıf yapmak gerekmektedir. Bu temelleri de Platon’un Devlet adlı eserinde bulmak mümkündür. Bu eser farklı pasajlardan meydana gelmiştir. Bu kapsamda ilgili eser felsefi tartışmalar içeren ve hem devleti hem devletin işletmecisi olan kamu yönetimi sistemini hem de devletin önemli bir unsuru olan toplumun varlıksal sorgulamasını yapan bir yönlendiricidir. Antik Çağ’ın henüz boş duran kâğıdında geleceğe yönelik çıkarımları içeren başlıkların Devlet adlı eser özelinde yazılması büyük bir felsefecinin satır aralarına gizlediği günümüz idealleridir. Bu eser geçmişten getirilen değerlerin geleceğe taşınması adına önem taşımaktadır. Bu sebepten dolayı bu eserin kurgusal analizinin modern kamu yönetimi ekseninde yapılması felsefi bir değerin yönetim ekseninde değerlendirilmesini zorunlu kılmaktadır. Dolayısıyla bu çalışmanın temel amacı Devlet adlı eserin satır aralarında gizlenmiş geleceğe yönelik çıkarımları günümüz mantığı ile yorumlayarak uygulamaya yansıyan bilindiklerin gerçek kökeninin bu eser olduğunu vurgulamaktır.
