Tekirdağ ilindeki tarım kredi kooperatiflerinin genel yapısı, sorunları ve bölgedeki tarımsal girdi kullanımındaki payı

Abstract

Ülkemizde genel itibariyle çok sayıda, küçük ve dağınık parçalı işletmelerden oluşan tarımsal yapı, teknoloji ve tarımsal girdilerin verimli ve etkin bir biçimde kullanımını zorlaştırmakta, bu da genel olarak tarım sektöründeki verimliliği düşürmektedir. Bu noktada üreticilerin güçlerini birleştirmeleri, uygun fiyatla girdi temin etmeleri ve ürünlerini değer fiyattan pazarlamaları büyük önem kazanmaktadır. Bu durum ise kooperatifçiliğin ülkemiz tarımı için önemini ortaya koymaktadır. Ülkemizde tarımsal alanda kalkınmanın bireysel faaliyetlerden daha çok karşılıklı dayanışma neticesinde sağlanabileceğinin farkına varılması ile kooperatifçiliğin önemi daha fazla anlaşılmaya başlanmıştır. Bu sebeple tarım alanında faaliyet gösteren üreticilerin örgütlenmelerinin sağlanması son derece önemlidir. Tarım sektörünün ekonominin önemli bir dayanağı haline getirilmesi için, tarımsal girdilerin tedariki, tarım ürünlerinin işlenmesi ve pazarlanmasında çağdaş yöntem ve projelerin geliştirilmesi gerekmektedir. Tarım kooperatifleri bu açıdan üreticilere önemli hizmetler sağlayabilecek organizasyonlardır. Bu çalışmada öncelikle; Tarım Kredi Kooperatifleri'nin genel yapısı, işleyişi, amaçları, çalışma konuları ve başlıca sorunları incelenmiş, bunların Tekirdağ ilindeki Tarım Kredi Kooperatifleri üzerindeki yansımaları ile ortaklarının sorunları ve beklentileri ortaya konulmuştur Ayrıca Tarım Kredi Kooperatifleri'nin ortaklarına sağladıkları girdilerin çeşitleri, miktarları, yıllar içerisindeki değişim oranları belirlenmiş ve diğer girdi pazarlayan kurum ve kuruluşlar ile Tarım Kredi Kooperatifleri çeşitli açılardan karşılaştırılmıştır. Çalışma sonucunda, Tekirdağ ilindeki tarımsal girdi satışlarında, Tarım Kredi Kooperatifleri'nin pazar paylarının kimyevi gübrede % 46,41, zirai mücadele ilaçlarında % 12,37 ve mazotta % 47 olduğu ve Tekirdağ ilindeki tarım kredi kooperatiflerinin Türkiye genelindeki kooperatiflere oranla pazar paylarının daha yüksek oranlarda olduğu belirlenmiştir. Ayrıca özel bayi ve tüccarlarla karşılaştırıldığında, yüksek fiyat ve hizmet kalitesi yetersizliğinin Tekirdağ ilindeki tarım kredi kooperatiflerinin en önemli sorunları olduğu saptanmıştır. Bu sorunların çözümü noktasında ise kooperatiflerin rasyonel birer işletme olarak varlıklarını sürdürebilmeleri ve ortaklara sunulan hizmetlerde uzmanlaşabilmeleri için mutlak suretle dar bölgelerde birleştirilmeleri ve çeşitli alanlarda uzmanlaşmış yeterli sayıda personel ve yeterli araç-gereçle takviye edilmeleri gerektiği sonucuna varılmıştır.

As a whole in our country, the agriculture is done by many people consisting of fragmented and scattered agricultural structure, technology and agricultural inputs are difficult to use efficiently and effectively, thus this generally lowers productivity in agricultural sector. At this point, the producers to join forces, to provide their demands affordably and to sell their products worth the market value gains the utmost significance. This situation reveals the importance of the cooperatives for our country's agriculture. The development of agricultural areas in our country is much more appreciated these days by the power of unity rather than individual activities done solely are the resulted in mutual solidarity to acknowledge the importance of the cooperatives that began to be more widely understood. For this reason, the organization and the unity of producers operating in the field of agriculture is extremely important to them. For the agricultural sector of the economy to become one of the foundation stones of gross domestic product, the supply of agricultural inputs, the processing and marketing of agricultural products are in the need of developing contemporary methods and projects. Looking at the picture as a whole agricultural cooperatives are organizations that could provide important services to producers. In this study primarily; the overall structure of Agricultural Credit Cooperatives, functions, objectives, its work areas and the main issues are examined, and with the general reflection on Agricultural Credit Cooperatives in Tekirdağ province, their partner problems and expectations are studied. Additionally the Agricultural Credit Cooperative’s provide input varieties, quantities, the percentile changes over the years have been determined to its partners and on the other hand other input markets, institutions and organizations from various angles were compared with the Agricultural Credit Cooperatives. As a result, in Tekirdağ province agricultural inputs in sales agricultural credit cooperatives market shares of the fertilizer% at 46.41, pesticides% at 12.37 and in fuel was 47% and in Tekirdağ province agricultural credit cooperatives compared to the other ones in Turkey, Tekirdağ ones has market share at higher rate was found. In addition, compared with private dealers and traders, the high price and lack of quality of service of the agricultural credit cooperatives in Tekirdağ province was found to be the most important issues. At the point of to solve those problems, the cooperatives as a rational businesses for their survival and to provide common services as professionals to their partners, they have to specialize in narrow areas and combine their power and hire specialized staff in various fields with adequate tools to reinforce the current system of the Agricultural Credit cooperatives have been found out.
