EFQM Mükemmellik Modeli'nin Tekirdağ Büyükşehir Belediyesinde uygulanması

Abstract

EFQM Mükemmellik Modeli bir yönetim sistemi olup, kurumların mükemmelliğe ulaşmaları ve bunu sürdürmeleri amacıyla uygulanan stratejik bir yönetim modelidir. Modelde kullanılan özdeğerlendirme yöntemi ise kurumların kuvvetli yönleri ile iyileştirmeye açık alanlarını belirlemeyi sağlar. EFQM Mükemmellik Modeli özdeğerlendirme yaklaşımı ile kullanılmaktadır. Avrupa'da, özdeğerlendirme en yaygın kullanılan yönetim yaklaşımlarından biridir. Bu çalışmada, kamu kurumlarında özellikle yerel yönetimlerde verimlilik sağlanabilmesi, bu kurumların hedefledikleri stratejilerini gerçekleştirebilmeleri, vatandaş başta olmak üzere diğer paydaşlarına ilişkin algı sonuçlarını, etki ettiği değer kapsamında takip edebilmeleri için mevzuat hükümlerine katkı sağlayacak, stratejik yönetim sürecinin etkililiği artıracak yönetim sistemlerinin uygulanması araştırılmaktadır. Giriş bölümünde çalışmanın amacı açıklanmış olup, birinci bölümde; kalite ile yerel yönetimlerde kalite olgusuna değinilmiştir. Çalışmanın ikinci bölümünde ise EFQM Mükemmellik Modeli' nde kullanılan temel kavramlar genel olarak incelenmiştir ayrıca bu bölümde modelde amaçlanan yapı ve özdeğerlendirme yöntemine değinilmiştir. Araştırmanın üçüncü bölümünde ise yerel yönetim uygulama örneklerine yer verilmiştir. EFQM Mükemmellik Modeli' nin uygulama örnekleri, bu modeli uygulayan ve bir yerel yönetim kurumu olan Tekirdağ Büyükşehir Belediyesi uygulamalarından alınmıştır. Tekirdağ Büyükşehir Belediyesi'nin "EFQM Mükemmellikte Yetkinlik" kategorisinde 4 yıldız belgesini aldıktan sonraki çalışmaları araştırma içerisinde yer almaktadır. İncelenen konuların modeli uygulayan kurumun, stratejileri ve oluşturduğu yol haritasını destekleyici çalışmalar olduğu görülmüştür.

EFQM Excellence Model is a management system which is strategically implemented in organisations in order to reach and sustain the corporate excellence. The self-assessment method used in the model enables the institutions to determine their strengths and areas open to improvement. EFQM excellence Model is used with a self-assessment approach. Self-assessment is one of the most widely used management approaches in Europe. In this study, the implementation of management systems that will contribute to ensuring compliance with the legislation and increase the effectiveness of the strategic management process in order to ensure efficiency in public institutions, especially in local administrations, to realize the strategies of these institutions, and to follow the perception results of other stakeholders, especially citizens, within the scope of the value they affect.The purpose of the research is explained in the introductory chapter. In the introduction, the aim of the study is explained and in this section, the concept of quality and quality in local governments are discussed. In the first part of the study, the basic concepts used in the EFQM excellence Model were examined in general. In addition, the structure and self-assessment method aimed in this model are mentioned. In the second part of the research, local application examples are given. The application examples of the EFQM Excellence Model have been taken from the applications of Tekirdağ Metropolitan Municipality, which is a local government institution and applies this model. In this study, Tekirdağ Metropolitan Municipality's studies after receiving a 4 stars certificate in the "EFQM Competency in Excellence" category were included in the study. As a result of the analyzed issues, it is observed that the institution formed its strategies with the model and supported the road map.
