21. yüzyılda Kıbrıs vakıflar ve mülkiyet meselesi

Abstract

Kıbrıs stratejik coğrafyasıyla tarihi boyunca ilgi odağı olmuştur. Bu çerçevede, 1950’ler sonrası adada Türkler ve Rumlar arasında yaşanan sorun ise o dönemden bu yana dünya siyasetinin gündeminde çözülememiş bir sorun olarak kalmıştır. Bu çalışmada, Kıbrıs sorunu tarafları, tüm yönleri ve tarihi arka planı ile incelenerek, tarafların adaya yönelik talepleri ve meydana gelen uyuşmazlık noktaları tespit edilmiştir. Hiç şüphesiz ki Kıbrıs sorununun geçmişi bu yeşil adanın geleceğini de şekillendirmiştir. Konuyu Kıbrıslı Rumlar ve Türklerin salt uyuşmazlığı olarak olayı nitelemek, soruna ait tüm perspektifi ortaya koymamak ve ihtilafı anlamamak manasına gelecektir. Bu sebepler ile adanın ilk egemenlerinden günümüze uzanan egemenlerin adaya katkıları, bunların ada halkı üzerinde tesirleri, adanın mülkiyet hususu ve nihayetinde gözlemlenen sonuçlar detaylı olarak ele alınmıştır. Sonuç olarak, yarım yüzyıldan fazla zamandan bu yana devam eden bu uyuşmazlığın giderilebilmesi için başlatılan müzakere süreçleri, bu süreçlerde gelinen noktalar ile süreç değerlendirilerek çıkarımlar yapılmaya ve ihtilafın giderilmesine yönelik olarak sürece ışık tutulmaya çalışılmıştır.

Cyprus has been the center of attention throughout its history due to its strategic geography.Meanwhile, the conflict between Turkish and Greek Cypriots since 1950s in the island remained as an unsolved problem for the agenda of the world politics. In this study, Cyprus conflict is examined with its parties, all aspects and historical background so that the demands of the parties on the island as well as the points of disputes were determined. There is no doubt that the history of Cyprus conflict has also designed the future of this green island. To explain the issue only as a disagreement between Greek and Turkish Cypriots would mean not to reveal the whole perspective related to this conflict and not to understand the dispute. For these reasons, the contributions of the sovereigns in the island from the first to the last, their effects on the people of the island, the property issue of the island and then the observed results are discussed in detail. Finally, the negotiation process initiated and continuing for more than half a century to resolve this dispute, the points reached, and the process are evaluated in order to try to make inferences as well as to enlighten the process towards resolving this conflict.
