Trakya Bölgesinde çevresel duyarlılık analizi ve Avrupa Birliği boyutu

Abstract

Araştırma ile; mevcut sanayileşme sürecinde Trakya Bölgesinde çevresel duyarlılık analiz edilerek çevre sorunlarına karşı alınacak tedbir ve durumlar istatistiksel teknikler yardımıyla açıklanmıştır. Çevresel duyarlılığın belirlenmesinde vatandaşa yönelik yapılan anket çalışması sonuçları Faktör Analizi ile yorumlanmıştır. Yapılan faktör analizi sonuçlarına göre, Trakya Bölgesinde Çevresel Duyarlılığın Belirlenmesine etki eden en önemli faktör Eğitim ve Bilgi faktörüdür. Eğitim ve bilgi faktörünün ilk sırada yer alması bölgede çevre bilincinin eğitim ve bilgi yolu ile oluştuğunu, kitlelere ulaştığını göstermektedir. Bu faktör grubu içerisinde sanayiden kaynaklanan çevre kirliliğinin etkileri ilk sıradadır. Trakya Bölgesinde yoğun olan sanayileşmenin getirisi olarak çevre kirliliğin önemli boyutlarda olması, özellikle Ergene nehrinde yaşanan kirlilik ile tarımsal faaliyetlere olan yansıması sonucunu çıkarmaktadır. Sanayi işletmecileri ile yapılan anket çalışmasında iki adımlı kümeleme yöntemi kullanılmıştır. şlk grupta yer alan sorulara verilen cevaplara göre 1 ve 2 no'lu kümedeki işletmeciler için sahip olunan kalite belgeleri en önemli düzeydedir. Daha sonra deşarj izin belgesi, emisyon izin belgesi, yakıt türü gelmektedir. Önemlilik düzeyi en son olan ÇED kararıdır. ikinci grupta yer alan kümeleme sonuçlarında, 1 ve 2 no'lu kümede yer alan işletmeciler birbiriyle benzerlik göstermiştir. Buna göre, geri dönüşüm hakkında bilgi önem düzeyi en yüksek olan faktördür. ilk grup anket sonuçlarında sahip olunan kalite belgelerinin önemli sayılması Trakya bölgesinde faaliyet gösteren işletmecilerin ihracata yönelik çalışmasından ve rekabet ortamında bulunmalarından kaynaklanmaktadır. Avrupa Birliği ülkelerinde çevreye duyarlı ürünlerin tercih edilmesi işletmecilerin üretim prosesinde çevresel anlamda da kaliteye önem verilmesini sağlamaktadır. Diğer gruptaki sorular içerisinde geri dönüşüm faktörü en önemli düzeydedir. işletmeciler için geri dönüşüm çevre sorunları ile mücadele etmede önemli sayılan çözümlerden birisi görülmekte, hammadde maliyetlerinin yüksek olması ve işletmeden kaynaklanan değerlendirilebilir atıkların çeşitli olması da işletmecileri bu alanda üzerinde durulması gereken bir konu olarak uzmanlaşmaya sevk etmektedir. Ayrıca çevresel duyarlılığın Avrupa Birliği Boyutunda ele alınması ile Trakya Bölgesi?nde yapılan çevresel uygulama ve denetimlerin Avrupa Birliği ülkelerindeki çevre mevzuatı uygulamaları yönünden benzerlikler taşıdığı, ancak toplumun her kesiminde (üniversiteler, meslek kuruluşları, özel sektör, sivil toplum örgütleri vb.) çevre bilincinin oluşturulması, uluslar arası ölçekte çevre boyutunun ele alınması ve çeşitli projeler geliştirilmesi ile veri tabanının AB ölçeğinde hızlandırılarak bilgi birikiminin paylaşılmasında zaman, finansman vb. kaynak yetersizliklerinin görüldüğü sonucuna varılmıştır.

With this research, the possible precautions and manners against the environmental problems are explained with the method of economic models in the current process of industrialization by analyzing the environmental sensitivity of Thrace Region. The results of the survey are described by using factor analysis for the citizen on determination of environmental awareness. According to the results of factor analysis; the most important factors in determining the environmental awareness in Thrace are the education and the knowledge. That shows us the environmental awareness is shaped by the education and knowledge and spread to the social regions. The effects of environmental pollution caused by the industry is the biggest problem within this factor group. So it is a big environmental problem in Thrace Region because of the rich industrialization. That leads to the pollution in Ergene River and also bad effects on the agriculture. With the Two-step cluster method used in some surveys worked with the industry businessmen and according the answer given in the first group, their available quality certificates are the most important for the 1st and 2 nd group of businessmen followed by The Discharge Permit Certificate, The Emission Permit Certificate and the Fuel Type. The least important one is the The decision of EIA. There is a similarity between the 1 st and 2 nd group of businessmen in the clustering results of the second group. Depending on that the knowledge about recycling is the most important factor. The importance of the owned quality certificate in the 1 st group of survey is caused by the work on export and rivalry of the businessmen in Thrace Region. As the environmental friendly products are demanded in EU countries, the businessmen give importance on also the environmental awareness beyond the quality. Among all the other questions the recycling iv factor is the most important one. The recycling is seen as one of the most important solution for the environmental problems for the businessmen. And also it makes them to work on this more as the raw materials are expensive and the available high amount of the recycable waste materials in their factories. There are big similarities between the EU countries and the work in Thrace Region on process of the environmental awareness as taken serious in the terms of EU environmental legislation. But it is seen that there are some big problems with the information sharing as time, finacial support and the lack of resources to create the importance of the environmental awareness in the all groups of the society just like the universities, the professional organizations, private companies, civil society organizations addressing the international dimension of environmental awareness and also work on some developing projects
