Düyun-U Umumiye Ve Osmanlı Dış Borç Tarihi Genel Bir Bakış

Abstract

Öncelikle dış borcun tanımı,nedenleri ve dış borç çeşitleri incelenecektir. Osmanlı Devleti’nin sosyal,ekonomik ve mali yapısı analiz edilecek ve çalışmanın ilerleyen bölümlerinde Osmanlı Devleti’nin dış borç sürecini ve bu borçları alacaklı devletler ve Osmanlı Devleti arasında yapılan görüşmeler sonucunda denetim ve esasa bağlamak üzere 20 Aralık 1881 tarihinde Muharrem Kararnamesi olarak bilinen Duyun-u Umumiye İdaresinin kuruluş aşamaları,idarenin yapısı,gerçekleştirdiği proje ve yatırımlar ele alınacaktır.Osmanlı dış borç serüveni 1854 Kırım Savaşı sonrasında başlamış olup,bu tarihten tam olarak yüzyıl sonrasında dış borç taksitlerinin sonuncusu Türkiye Cumhuriyeti tarafından ödenebilmiştir.Dış borç süreci oldukça hızlı bir şekilde ilerlemesine rağmen bitmesi kolay olmamıştır.Bu çalışmada dış borçlar o günün şartlarıyla detaylı bir şekilde yeniden değerlendirmeye alınacaktır.

Firstly,the definition of external debt,cause of external debt and its types will be examied.The social,economic and financial structure of the Ottoman Empire will be examined and the establishment phases,projects and investments of the Düyun-u Umumiye Administration,also known as the Muharrem Decree,which was established on December 20 1881,for establishing audit and rules of these debts between Ottoman Empire and the creditor states will be mentioned.Ottoman foreign debt adventure has begun after the Crimean War in 1854,a full century after this date last installment of the debt has been paid by the Republic of Turkey.Although the external debt process has prograssed very rapidly,the end of this process has not been easy.In this study,foreign debts will be assessed in detail on the day’s conditions.
