Engellilerin istihdamında yaşanan sorunlar: Ergene ilçesi örneği

Abstract

Çalışabilmek ve bu çalışmanın sonucunda para kazanmak en temel insan haklarından biri ve ayrıca sosyal yükümlülüktür. Yakın tarihte engellilerin de çalışma hayatına girmelerinin bir ihtiyaç ve temel hak olduğunun kabul görmesiyle engelli istihdamı çok daha önemli bir olgu haline gelmiştir. İnsanın beslenme, barınma, eğitim vb. temel ihtiyaçlarını karşılayabilmesi ve sosyal yaşama katılabilmesi, bir statü kazanabilmesi için maddi kaynağa ihtiyacı vardır. Engellilerin başkalarına yük olmadan yaşamlarını sürdürmeleri, istihdam edilmeleri hem bireysel hem de toplumsal refahın sağlanabilmesi için önemlidir. Engelli bireylerin yetenekleri doğrultusunda yapabilecekleri bir işte eğitilerek, verimli kılınmaları ekonomik ve sosyal refahının sağlanmasına da katkı sağlayacaktır. Engelli bireyler, toplum tarafından ayrımcılığa uğradıkları için, yeterli eğitim ve tecrübe sahibi olmadıkları için özgüven eksikliği duyarlar. Toplum onları dışladıkça onlar da kendilerini sosyal yaşamdan soyutlarlar. Engellileri toplum yaşamına dahil etmek ve hayat boyu dışlanmaktan kurtarmanın tek yolu bir işe yerleşmek yani çalışmaktır. Engelli bireylerin iş hayatında yer almaya başlamaları hem fiziksel hem de manevi olarak kendilerinin de toplumun bir parçası olduklarını hissetmelerini sağlar. Engelli istihdamı sadece iş imkanları yaratılarak çözümlenebilecek bir konu değildir. Engellilere özel eğitim, mesleki eğitim, rehabilitasyon, iş ve sosyal yaşama mental olarak hazırlama, rahatça hareket edebilecekleri çevresel koşulları yaratma, engelli bireylerin kullanımına uygun, teknolojiye dayalı aletler sağlama gibi birçok koşulunda oluşturulması gerekmektedir. Engellilerin toplumda bağımsız bir birey olarak var olması ancak toplumsal yaşama eşit haklarla katılımının sağlanması ile mümkün olacaktır.

Being able to work and consequently earning money is one of the most fundamental human rights and is also a social duty. As it has recently been recognized that it is a necessity and fundamental right for disabled people to join the working life, employment of the disabled has become a much more important phenomenon. People need financial resources to be able to meet their basic needs such as nutrition, housing, education and to participate in social life and gain status. It is important for disabled people to continue their lives without burdening others and to be employed in order to achieve both individual and social well-being. In addition to this, educating and training disabled people in a job they can do in accordance with their abilities and rendering them productive will contribute to ensuring economic and social well-being. Since disabled people are discriminated by the society, they are lacking in self-confidence because they do not have sufficient education and experience. As society excludes them, they abstract themselves from the social life. The only way to involve disabled people in social life and save them from lifelong exclusion is to get them into a job and help them work. Being involved in the business life enables disabled people to feel that they are part of the society both physically and spiritually. Disability employment is not a problem that can only be solved by creating employment opportunities.Establishing education, vocational education, rehabilitation centres special to disabled people, creating environmental conditions where they can move easily, mentally preparing them for the business and social life, providing technological tools suitable for disabled individuals? use are some of the requirements needed to be carried out. The existence of disabled people as independent individuals in the society can only be achieved through the equal participation of the social life.
