Türkiye'deki pirinç piyasasının işleyişi ve sorunları üzerine bir araştırma

Abstract

Bu arastırma Türkiye’deki pirinç sanayi üretici, sanayici ve tüketici düzeyindeki sorunlarını tespit etmeyi amaçlamaktadır. Bununla birlikte pirinçte özellikle 1990’lı yıllardan sonra artan ithalatı önlemek ve kendine yeterlilik düzeyini arttırıcı politikaları olusturmak da temel amaçlar arasındadır. Arastırma verileri Türkiye genelinde; - Çeltik ve pirinç isleyen değisik kapasitelerde 105 fabrikadan, - ?stanbul ve Ankara’da pirinç paketleyen yaklasık 20 firmadan - Pirinç ve çeltik ithal eden 6 ithalatçıdan - ?stanbul’da çesitli semtlerde yasayan 385 tüketiciden, elde edilmistir. Türkiye'de 105 adet çeltik fabrikası bulunmakta ve bu fabrikaların kapasiteleri ülke ihtiyacının tamamını karsılayabileceği gibi, ihracatçı bir ülke olmamızı sağlayabilecek düzeydedir. Ancak hammadde üretiminin yetersizliği, kapasite kullanım oranının tohum kırmada %25’lerde kalmasına neden olmustur. Arastırmada, Türkiye’de pirinçte uygulanan mevcut tarım politikaları incelenerek, kapsamlı bir biçimde yorumlanmıstır. Saha arastırmasından elde edilen veriler üretici, sanayici, paketleyici ve tüketici düzeyinde çesitli kalitatif ve kantitatif analizlere tabi tutularak yorumlanmıstır. Tüm saha çalısmalarından elde edilen bulgulara ve izlenimlere göre Türkiye sahip olduğu yaklasık 3 milyon ton çeltik isleme kapasitesini dikkate alarak bu ürünlerdeki üretimini yeniden gözden geçirmelidir. Bu ürünlerde uygulanabilecek daha akılcı ve tutarlı politikalar Türkiye’nin pirinç ihtiyacını yurtiçinden sağlayabileceğini göstermektedir.

This research aims at problem determination in the rice commodity markets in Turkey from the point of farmer, industrialist and consumer. Nevertheless, removal of increasing imports of rice and paddy especially following 1990’s and policy formulation, which allows self-sufficiency in rice, are the basic aims of this research. Research data collected from different parts of Turkey covered; · Rice and paddy factories (105 firms) that process different kinds of rice and paddy under various capacities, · Rice packagers approximately 20 firms in ?stanbul ve Ankara · Importers of rice and paddy 6 firms, · 385 consumers who live in various zones of ?stanbul and Ankara. Approximately, the number of rice and paddy processing plants is 105 in Turkey and if these plants operate under normal capacity, rice of the country can be covered and even certain amount of rice can be exported. On the other hand, capacity uses have been 25 % in seed crush, processing manufacturing due to the shortage in raw materials Current agricultural policies implemented for rice and paddy in Turkey have been studied and evaluated extensively. The data obtained from rice producers, industrialists, packagers and consumers at field surveys are investigated and interpreted following qualitative and quantitative analyses. According to the findings and impressions obtained from field surveys, Turkey seems to regulate the production of paddy by taking into consideration 3 million tons of seed crush potential. Rational and consistent policies, which will be implemented for these crops, indicate that Turkey can easily meet the rice requirements of the population within the country.
