Tekirdağ ili Şarköy ilçesinde şarap işletmeleri ile üzüm üreticilerinin çeşit seçimlerini etkileyen faktörlerin karşılaştırılmalı analizi

Abstract

Tekirdağ ?li Sarköy ?lçesi kaliteli sarap üretimine son derece uygun üzüm çesitlerine sahip bir yöredir. 2000’li yılların basından itibaren sarapçılık ve bağcılık lehine son derece olumlu bir sürece girilmistir. Saraplık üzüm üreten bağcılar sarap tüketiminin çesitli faktörlere bağlı olarak giderek artıs göstermesi nedeniyle eski ve düsük verimli bağları, kaliteli ve talep gören üzüm çesitleriyle yenilemeye, mevcut alanlarını genisletmeye baslamıslardır. Ancak, hükümetin Subat 2005 ayı basında alkollü içkiler üzerinden alınan ÖTV’yi artırmasıyla özellikle sarapta vergi yükü çok ağırlasmıs ve tersine bir süreç islemeye baslamıstır. Saraptaki söz konusu vergi yükünün sarapseverler kadar üzüm ve sarap üreticileri ile turistik otelleri ve eğlence yerlerini de olumsuz etkilemesi kaçınılmaz bir olgu olup; halk arasında merdiven altı üretim ve tezgah altı satıs olarak tabir edilen olası kayıtdısı ekonomi ise olayın baska bir boyutunu olusturmaya baslanmıstır. Bu çalısmada Tekirdağ ?li Sarköy ?lçesinde sarap üreticilerinin üzüm çesidi tercihlerini etkileyen faktörler ile geçen süre içerisinde üzüm üreticilerinin buna ne derece uyum gösterebildiği incelenmis ve sorunlar tespit edilmistir. Arastırma bulgularına göre, asmanın çok yıllık bir bitki olması, üzüm çesidinin değisiminin kolay olmaması ve zaman alması gibi nedenlerden dolayı sorunların çözümünde üzüm üreticilerinin zorlandığı ve değisime ayak uyduramadıkları gözlemlenmistir. Onun dısında bazı üreticilerin saraplık üzüm yetistiriciliğini terk ederek, pazara uygun sofralık üzüm üretimine doğru bir eğilim içerisinde olduğu ve/veya alternatif ürün üretimine geçis arayısında bulundukları tespit edilmistir.

Sarköy District in Tekirdağ Province has grape varieties suitable for vine production. A positive process has begun for viniculture and viticulture since the beginning of 2000’s. Wine grape producers have renovated the old style and low productivity vineyards with high quality and demanded grape types and extended the amount of Vineyards. After the increase in the amount of luxury consumption tax in alcoholic drinks, tax percentage of high tax reversed the positive trend. High percentage of tax in Vine is likely to influence the touristic hotels and entertainment facilities as well as the vine lovers. This situation triggers the formation of black market and rise of the unregistered economy. This study reveals the factors influencing the grape type preferences of the wine manufacturers in Sarköy district of Tekirdağ Province and the adaptation of the grape producers to the ongoing changes and identifies the problems occurring in this process. It has been observed that the grapevine being a perennial plant made the conversion of grape variety difficult and extended the time period needed for change and the producers could not deal with the overall changes. It is identified that the local producers were converting the grape pattern by leaving the production of wine grapes and changing to table grapes as well as alternative agriculture products.
