ERGENE HAVZASI KORUMA EYLEM PLANI KAPSAMINDA ISLAH ORGANİZE SANAYİ BÖLGELERİNİN UYGULAMA SÜRECİ

Abstract

Ergene Havzası, Trakya Bölgesi’nin, Tekirdağ, Edirne, Kırklareli illerini kapsamaktadır. Havzada yaşanan nehir kirliliği, dağınık ve kontrolsüz sanayileşmenin bir getirisi olarak, kaynak kullanımında, altyapı yatırımlarında ve lojistikte israfa yol açarak ciddi sorunlar doğurmuştur. Bölge halkı kirlilikten olumsuz etkilenerek, su kirliliği sonucunda tarımsal üretimde de verim kayıpları yaşanmıştır. Kirliliğin önlenmesine yönelik ilgili Bakanlıklar ve kuruluşlar tarafından çeşitli yıllarda yapılan araştırma ve çalışmalar bulunmaktadır. Bu çalışmaların sonuncusu, Orman ve Su İşleri Bakanlığı (Mülga Çevre ve Orman Bakanlığı) tarafından 06.05.2011 tarihinde ilan edilen Ergene Havzası Koruma Eylem Planıdır. Plan ile havza bazında kirliğin önlenmesine yönelik eylem maddeleri belirlenmiştir. Bu çalışma ile eylem planı kapsamındabelirlenen maddelerden, Islah OSB’lerin kuruluşu ve Islah OSB’lere müşterek arıtma tesislerinin kurulması incelenmiştir. Ergene Eylem Planı kapsamında, Tekirdağ ilinde 8 (sekiz) adet, Kırklareli ilinde 2 (iki) adet olmak üzere 10 (on) yeni Islah OSB kurulmuştur. Eylem planı çerçevesinde verilen süreler içerisinde Islah OSB’lerin eksikliklerini tamamlayarak OSB’ye dönüşmesi ve ortak arıtma tesislerinin tamamlanması ile hammadde temini, enerji, arıtma ve ulaşımda tasarruf sağlanarak kazanılan artı değer ile teknolojik yenilikler ve sürdürülebilir kalkınma hedefleri doğrultusunda Ergene Havzası Kirliliğinin önüne geçilmesinde önemli bir adım olduğu sonucuna varılmıştır.

Ergene catchment contains the cities of Tekirdağ, Edirne, Kırklareli in Thracian region. As a result of uncontrolled and scattered industrialization, River Pollution in the catchment creates serious problems by cousing wastage in source usage, infrastructure investments and logistic. As a result of water pollution agricultural production has decreased and the people in the region have been affected negatively by the pollution. There are studies and researches done by relevant ministries and institutions in different years for the prevention of pollution. The last one of these studies is the Ergene Catcment Protection Plan which is announced by the Ministry of Forest and Water (Muğla Environment and Forest Ministry) in 06.05.2011. protection plan points for the prevention of pollution around the catchment are determined with the plan. The articles that are the foundation of Treated Organized Industrial Zones (OIZ) and foundation of common treatment plants with OIZs, are investigated in this study. Within the Ergene Catchment Action Plan, 8 (eight) of them in Tekirdağ and 2 (two) of them in Kırklareli, 10 (ten) new Treated Organized Industrial Zones are founded. It has been concluded that rehabilitation is an important step in the prevention of pollution in Ergene Watershed in line with the technological innovations and sustainable development objectives with added value gained by achieving savings in supply of raw materials, energy, treatment and transportation with the completion of common treatment plants and transformation of Organized Industrial Zone (OIZ) into OIZ by overcoming their deficiencies within the time period given within the framework of the action plan.
