Uluslararası terör ve terörizm: Kavramsal bir tartışma

Abstract

Siyasal şiddetin bir türü olan terörizm, toplumda korku ve endişe yaratarak siyasi değişimin sağlanmaya çalışıldığı illegal bir yöntemi ifade etmektedir. Terörizm, siyasi amaçlar için travmatik sonuçlara sebep olacak şekilde şiddeti kullanırken, hedefinde her zaman siyasi otorite vardır. Tarih boyunca ortaya çıktığı dönemin ve coğrafyanın etkisiyle şekillenen terörizm, sürekli dönüşen dinamik bir yapıya sahiptir. Terörizmin bu yapısı ve devletler tarafından dış politika aracı olarak kullanılması, uzlaşı sağlanan ortak bir tanımın yapılmasını da imkânsız hale getirmektedir. Bu çalışmada uluslararası terör ve terörizm olguları hakkında kavramsal bir değerlendirme yapılmıştır. Böylece terörizmin, değişimi ve dönüşümünün açıklanması ve terörizm ile terör örgütleri arasındaki kavramsal ilişkinin ortaya konulması amaçlanmıştır. Çalışmada terörizmle ilgili eksik ve muğlak kalan bazı kavramlar tartışılmış ve terörizmin belirlenmesinde bir model ortaya konulmaya çalışılmıştır.

Terrorism, a type of political violence, denotes an illegal method of changing the political climate by creating fear and concern in a society. Terrorism always targets the political authority to achieve its goals while making use of violence, which causes traumatic consequences. Terrorism, which has been shaped by conjuncture and/or geography throughout history, is a dynamic phenomenon. One is unable to reach a common definition regarding terrorism because of being a dynamic phenomenon and also being used as a foreign policy tool. The purpose of this research is to conduct a conceptual discussion on terrorism and international terrorism, as well as to determine the extent to which there is a relationship between the phenomenon (terrorism) and the event (terror organization). In doing so, the thesis intends to explain what terrorism and international terrorism are with reference to political theories. Additionally, the thesis tries to develop an analytical model which allows us to demonstrate the causative relationship between terrorism and political violence. The thesis focuses on terrorist organizations such as DHKP-C, PKK, ISIS, and FETO, which all target the Turkish Republic in order to get findings and thereby discuss terrorism.
