KIRKLARELİ İLİ MERKEZ İLÇE AÇIK VE YEŞİL ALAN SİSTEMİNİN SAPTANMASI VE PEYZAJ PLANLAMA İLKELERİ AÇISINDAN İNCELENMESİ

Abstract

Bu çalışma Kırklareli merkez ilçesinde yürütülmüştür. Çalışma alanının özellikle, tarıma ve yerleşmeye elverişli olan güney kesiminin son yıllarda hızlı bir kentleşme ve nüfus artışı sürecine girdiği görülmektedir. Bu süreçte, kent merkezi ve yakın çevresine ait açık ve yeşil alanların durumunun ortaya konulması kent ve kent yaşamı açısından önem taşımaktadır. Bu anlamda, Kırklareli kent merkezine ait açık ve yeşil alanların mevcut ve planlanan durumuyla analiz edilmesi, sistem yaklaşımıyla değerlendirilmesi ve geliştirme yollarının tespit edilmesi bu çalışmanın ana amacını oluşturmaktadır. Araştırmanın yöntemi, çalışma alanının belirlenmesi, veri toplama, analiz, sentez ile sonuç ve öneriler aşamalarından oluşmaktadır. Araştırma kapsamında Kırklareli merkez ilçenin doğal ve kültürel özellikleri incelenerek, envanteri oluşturulmuştur. Kırklareli kent merkezinin gelişimi ve kentsel alan kullanımı analiz edilmiş, mevcut ve planlanan durumuyla açık ve yeşil alan varlığı saptanmıştır. Elde edilen bulgulara göre kent merkezinde kişi başına düşen aktif açık ve yeşil alan miktarı 2,5 m², kişi başına düşen çocuk oyun alanı 0,87 m², kişi başına düşen spor alanı 0,95 m²,kişi başına düşen park alanı ise 1,6 m²’dir. Elde edilen değerler standartlarla karşılaştırıldığında, kentin yeterli miktarda açık ve yeşil alana sahip olmadığı anlaşılmaktadır. Kente ait imar planına göre, kentin yaklaşık %10’unu açık ve yeşil alanların oluşturması öngörülmüştür. Mevcut duruma göre ise, açık ve yeşil alanlar kentin %3,8’lik bir kısmını oluşturmaktadır. Ayrıca açık ve yeşil alanların kentte homojen olarak dağılmadığı tespit edilmiştir. Bu anlamda kente ait sistemli bir açık ve yeşil alan varlığından söz edilememektedir. Araştırmanın sonucunda öncelikle kentin mevcut açık ve yeşil alan varlığının korunmasına ve iyileştirilmesine dikkat çekilmiştir. Kent ve yakın çevresi, peyzaj planlama ilkeleri açısından ele alınarak açık ve yeşil alan sistem önerisi geliştirilmiştir.

This study has been exercised in the central district and nearby around of Kırklareli.In recent years, especially the south part of the study area which is available for agriculture and settlement, has been in the process of rapid urbanization and population growth. In this process, to reveal the situation of open and green space in the city and its surroundings is important in terms of city and city life. The main purpose of this study is to analyse the open and green areas, to evaluate the open and green space of central district of Kırklareli with system approach and to identify of ways to improve open and green spaces. The method of this study consists of five stages. These stages are determination of research area, data collection, analysis, synthesis, conclusions and recommendations. The natural and cultural features of the central district of Kırklareli have been examined and their inventory has been generated. The development and the urban land use of the city have been examined. The existence of open and green spaces with current and planned situations has been determined. According to the indications, in the study area, the amount of active open and green space per person is 2.5 m², children’s play areas 0.87 m²,sport areas 0.95m² and parks 1.6 m².When the obtained values are compared with standards, it is understood that the open green spaces isn't dispersed homogeneously in the city. According to the development plan of the city, it is anticipated that ten percent of the city will consist of open and green areas. According to the determinations, open and green spaces constitute a portion of %3,8 of the city. It is understood that the open green spaces is dispersed heterogeneously in the city. In this sense, it can't be mentioned the existence of open green space system. At the result of the research, it has been pointed to the protection and improvement of the open and green spaces. By handling the city with the approach of landscape planning, the open green space system has been developed.
