Tekirdağ Organize Sanayi Bölgeleri ile işletmelerinin etkileşim analizi

Abstract

Türkiye Organize Sanayi Bölgesi politikasının temelinde az gelişmiş bölgelerde endüstriyel kalkınmayı sağlamak ve işletmelerin verimliliğini, karlılığını arttırmak yer almaktadır. Organize sanayi bölgelerinin işletmelere gerekli lisans ve izinleri sağlanması, endüstride sürdürülebilir ve çevresel kentleşmeyi sağlaması, kaliteli altyapı hizmetleri vererek üretimde yüksek verimlilik sağlaması, kümeleşme ile işletmelere işlem maliyetlerinde ve üretkenliklerinde pozitif etki yaratması gibi katkıları bulunmaktadır. Marmara Bölgesi ve Tekirdağ ili Organize Sanayi Bölgeleri verdiği hizmetler coğrafi konum itibariyle Avrupa'ya ve İstanbul'a yakınlığı, farklı endüstri gruplarını kapsaması, nitelikli personel temini, tedarikçilerin bölgede yer alması ile sanayicinin tercih noktalarından biri olmaktadır. Araştırma üç ana bölüm ile giriş, araştırma yöntemleri, bulgular ve yorum, sonuç ve öneriler bölümlerinden oluşmaktadır. Araştırmanın birinci bölümünde Organize Sanayi Bölgesi ve bölgede faaliyet gösteren işletmelerin arasındaki etkileşimi betimleyecek sekiz ana konu başlığı ile irdelenmiştir. Organize Sanayi Bölgeleri kavramı, tarihi ve hukuki analizi konuları sonrasında işletmenin OSB'den aldığı hizmetler, verilen teşvikler, yeşil OSB, teknoloji dönüşümü ve Organize sanayi bölgelerinde eğitim konuları işlenmiştir. İkinci bölüm Türkiye'deki organize sanayi bölgelerinin genel analizi yapılmış, üçüncü bölümde ise Tekirdağ ilinde yer alan organize sanayi bölgeleri; ekonomik çalışmalar, altyapı bilgileri, enerji altyapı bilgileri, bölge hizmet bilgileri, bilim ve teknoloji eğitim bilgileri, çevre yönetim bilgileri, imar bilgileri başlığı altında incelenmiştir. Araştırma sonucunda, Tekirdağ Organize Sanayi Bölgelerinde faaliyet gösteren işletmelerin OSB ile etkileşimde bulunduğu hizmetleri altı alt boyuttan ve yirmi sekiz maddeden oluşmaktadır. Bu alt boyutlar altyapı ve çevre yönetimi bilgileri, OSB'lerin işletmeye katkısı, destekler, bilim ve teknoloji eğitim bilgileri, tek noktadan ofis hizmeti ve bölge hizmet bilgilerinden oluşmaktadır. Çerkezköy OSB'nin altyapı ve çevre yönetimi bilgileri, destekler, bölge ve hizmet bilgileri, bilim ve teknoloji eğitim bilgileri ve tek nokta ofis hizmeti, OSB'lerin işletmeye olan katkıları ve genel memnuniyet düzeylerinin diğer OSB'lere göre daha yüksek olduğu, aynı zamanda Veliköy OSB'nin tek noktadan alınan ofis hizmetinden memnun olma düzeyleri diğer OSB'lere göre daha yüksek düzeyde olduğu sonucuna varılmıştır.

The basis of the policy of the Organized Industrial Zone of Turkey is to ensure industrial development in underdeveloped regions and to increase the productivity and profitability of enterprises. Organized industrial zones contribute to businesses such as providing necessary licenses and permits, ensuring sustainable and environmental urbanization in the industry, providing high efficiency in production by providing quality infrastructure services, and creating a positive effect on business costs and productivity with clustering. The services it provides in the Marmara Region and Tekirdag Organized Industrial Zones are one of the preferred points of the industrialists due to its geographical location, its proximity to Europe and Istanbul, the coverage of different industry groups, the supply of qualified personnel, and the location of the suppliers in the region. The research consists of three main sections: introduction, research methods, findings and comments, conclusions and recommendations. In the first part of the research, it has been examined with eight main topics that will describe the interaction between the Organized Industrial Zone and the businesses operating in the region. After the concept of Organized Industrial Zones, its historical and legal analysis, the services received by the enterprise from the OIZ, the incentives provided, the green OIZ, technology transformation and training in the Organized Industrial Zones are discussed. In the second part, the general analysis of the organized industrial zones in Turkey was made, and in the third part, the organized industrial zones in Tekirdag; economic studies, infrastructure information, energy infrastructure information, regional service information, science and technology education information, environmental management information, and zoning information. As a result of the research, the services that businesses operating in Tekirdag Organized Industrial Zones interact with the OIZ consist of six sub dimensions and twenty eight items. These sub-dimensions consist of infrastructure and environmental management information, OIZs' contribution to the business, supports, science and technology education information, one-stop office service and regional service information. Cerkezkoy OIZ's infrastructure and environmental management information, supports, region and service information, science and technology education information and single point office service, OIZs' contribution to the business and general satisfaction levels are higher than other OIZs. It has been concluded that OIZ's satisfaction level with office service received from a single point is higher than other OIZs.
