Kırsal yerleşimlere ilişkin köy tasarım rehberlerinin Tekirdağ - Şarköy - Güzelköy örneğinde uygulanabilirliği

Abstract

Kırsal yerleşimler, kendilerine özgü peyzaj ve mimari dokusu ile kent yerleşimlerinden ayrılırlar. Bulundukları doğal ve fiziksel çevre, sosyo-kültürel ve ekonomik farklılıklar kendilerine has olmalarını sağlamaktadır. Bu sebeple bu özgünlüğün korunması ve kalkınmanın sağlanması kırsala dair önemli konu başlıklardandır. Bunlardan yola çıkılarak tez kapsamında, kırsal alanların fiziksel olarak planlama ve tasarımına yönelik olarak köy tasarım rehberleri çalışılmıştır. Avrupa'da yaygın olarak kullanılan kırsal planlamaya dair çözüm yöntemlerinden biri olan köy tasarım rehberleri, ülkemizde de kısa süre önce mevzuatta yer alarak kullanılmaya başlanmıştır. Yapılan çalışmalar sayıca az olmakla birlikte ilerde bu sayının artacağı ve gerekliliğinin anlaşılacağı düşünülmektedir. Köy tasarım rehberleri, planlama ve tasarım ölçeğinin bir arada çalışıldığı, yerel halkın ve yönetimin tasarıma dâhil edildiği ve yerine özgü olarak ele alındığı için, kırsal yeşimlerin korunması ve kalkınmasında önemli rol oynamaktadır. Bu bağlamda köy tasarım rehberlerinin içeriğine dair hangi konuları kapsadığı ülkemizde yapılan rehber çalışmalarla birlikte verilmiştir. Daha önce çalışma yapılmaması sebebiyle Trakya coğrafyası için kırsal anlamda önemli bir yer olan, Şarköy ilçesi Güzelköy yerleşimi çalışma alanı olarak seçilmiştir. Bu alan üzerinden kırsal alanlar için örnek bir rehber çalışma oluşturmak hedeflenmiştir. Güzelköy yerleşimi; doğal ve fiziksel çevresi, kültürel ve ekonomik değerleri, kendine özgü yapısıyla korunması ve kalkındırılması gereken bir yerdir. Tüm bunlara yönelik olarak yapılı fiziksel çevreye dair kapsamlı bir şekilde analiz çalışmaları yapılmıştır. Köydeki mevcut doku tespit edilmiş, bu dokunun korunmasına yönelik olarak planlama ölçeğinden tasarım ölçeğine kadar dokuyu oluşturan öğeler incelenmiştir. Köy tasarım rehberine yönelik bulguların oluşturulmasından sonra alanın korunması ve geliştirilmesine yönelik fiziksel çevreye dair yapılması tavsiye edilen öneriler geliştirilmiştir. Köy içerisinde yer alan ortak alanlara yönelik fikir projeleri oluşturulmuştur. Tüm bunlardan yola çıkarak kırsal yerleşimlerin önemine, korunması gereken değerlerimiz olduğuna, turizm ve ekonomik anlamda geri kazandırılması gerektiğine mimari değerler üzerinden dikkat çekilmiştir.

Rural settlements differ from urban settlements with their unique landscape and architectural texture. Their natural and physical environment, socio-cultural and economic differences make them unique. For this reason, preserving this uniqueness and ensuring development are among the important topics related to rural areas. Based on these, within the scope of the thesis, village design guides have been studied for the physical planning and design of rural areas. Village design guides, one of the solution methods for rural planning widely used in Europe, have recently been included in the legislation in our country. Although the number of studies carried out is small, it is thought that this number will increase in the future and its necessity will be understood.Village design guides play an important role in the conservation and development of rural jade, as the planning and design scale are worked together, the local people and the administration are included in the design and they are worked on site-specific. In this context, the topics related to the content of village design guides are given with the guideline studies conducted in our country. Güzelköy settlement of Şarköy district, which is an important place for the Thrace geography in rural terms, was chosen as the study area due to the lack of work before. It is aimed to create an exemplary guide study for rural areas over this area. Güzelköy settlement; It is a place that needs to be protected and developed with its natural and physical environment, cultural and economic values and unique structure. A comprehensive analysis of the built physical environment has been carried out for all these. The existing texture in the village was determined and the elements that constitute the texture from planning scale to design scale were examined in order to protect this texture. Following the creation of the findings for the village design guide, recommendations for the physical environment for the protection and improvement of the area have been developed. Idea projects have been created for the common areas in the village. Based on all these, the importance of rural settlements, our values that need to be preserved, and the need to be restored in terms of tourism and economy are emphasized through architectural values.
