Çevre kirliliği ve motorlu taşıtlar vergisi’nin çevre kirliliği üzerindeki etkisi

Abstract

Teknolojinin gelişmesi ve sanayi devrimi ile birlikte çevre sorunlarının hızlı artışı günümüzde büyük sorunlara yol açmaktadır. Üstelik bu sorunların bölgesel nitelikten çıkarak uluslararası bir boyuta gelmesi, bu sorunlara uluslararası arenada çözüm üretilmesi gerektiğini göstermektedir. Dünyanın küresel tek bir devlet halini almasının olumsuz sonuçlarından birinin de çevre sorunları olduğunu söylemek mümkündür. Gün geçtikçe hızla artan bu sorunları, ülkeler uluslararası alanda yapılan çeşitli anlaşma, zirve ve protokollerle durdurmaya çalışmaktadır. Uluslararası mutabakatın olmadığı durumlarda ise ülkeler bu sorunları vergi, harç ve benzeri mali enstrümanlarla önlemeye çalışmaktadır. Çevre sorunlarının boyutlarını ve ortaya çıkan sorunların çözümlerini araştırmaya çalışılan bu çalışmada, çevre sorunlarına ilişkin kavramsal çerçeve sunularak bu sorunların sebepleri ve ortaya çıkış süreci tartışılmış ve ülkemizdeki çevre sorunlarına, çevre kirliliğini önlemeye yönelik politika ve araçlara, Türkiye’deki ve Avrupa Birliği’ndeki çevre vergileri uygulamaları araştırılmıştır. Çalışmada ayrıca motorlu taşıtlar vergisinin çevre kirliliğinin önlenmesindeki rolü araştırılmaya çalışılmıştır.

With the development of technology and the industrial revolution, the rapid increase of environmental problems leads to big problems today. Moreover, the emergence of these problems from the regional qualities to an international dimension suggests that solutions to these problems should be made in the international arena. It is possible to say that one of the negative consequences of the world becoming a single global state is environmental problems. The countries are trying to stop these problems with various agreements, summits, and protocols, which are increasing day by day. On the other hand, weaknesses in some countries are supported by taxes, duties and similar financial instruments. In this study; That the environmental problems, the reasons, the way happened, the types, also in Turkey, environmental issues, policies and tools for the prevention of environmental pollutions are investigated. The applications of environmental taxes in Turkey and the European Union have also been investigated. Finally, the impact of the Motor Vehicle Tax on environmental pollution is mentioned.
